Is possible to make blank (virgin) ID40 transponder PCF7935 for Opel cars? If possible, what tools?

Yes possible using Tango,Abrites Tag,Zed-Bull etc.

you can buy TP09 jma or T9 silca. it's 40 for opel.

zedbull works fine!

If your talking about used id40 transponders, im sure they cant be re used.

Using zed bull abrites you can precode blank pcf7935 to be ID40 , but once theyve been programmed into car theyre locked, and as far as i know cant be unlocked and used again

Yes, I have several used id40 from Opel Astra G, so I would like to make it blank for use in another opel as new key. You says mission impossible?
