Reverse lookups are illegal in the UK.
The only way to do it is either to buy a bt phone book disk and write a script to parse the database or "gain" access to the OSIS database...
A fairly complicated procedure that will land you in jail from commiting several offences from:
The Missuse of Computers Act.
A large chunk of RIPA legislation.
A fair whack of the Data Protection Act.
Several other misdemenours like defrauding a system, gaining unlawful entry, damage to an essential service, id assume nowadays they would also toss in some anti terror legislation, possibly some treason charge...
Id say about 14yrs give or take, should be a fun hack though and if it all goes tits up then atleast your gonna make some headlines.
If your lawyer isnt entirely useless he/she will get you out of the Damage to Her Majestys Property charge (due to MOD, Army, RAF and NAVY numbers in there tied in with the OAC databases) and thats one of the only hanging offenses left in the UK, so it wont get you killed. Only prison sexed.
The bonus of accessing the OSIS database is that your not encumbered by DQR and XD numbers, so you can see everyone in the UK regardless of telephone service, even down to the lossiemouth guardhouse, whitehall numbers, MP's phone numbers, people who no longer "exist" people who have been given new identities for legal reasons etc.
Be prepared to write a frontend to the database though or else your going to have to trawl through a lot of information (bear in mind that 30 to 50 thousand entries are added/removed every day)
So the question really is, how badly do you want to track down that ex girlfriend / ex wife / one night stand/ person whos been leaving heavy breathing messages on your answering machine at 3am?

UK.Info.Disk.v.14.Pro with working install ins (download torrent) - TPB (http://thepiratebay.org/torrent/4429969/UK.Info.Disk.v.14.Pro_with_working_install_ins) should do the job unless its an RDQ or XD number.
