I have a 2015 Beetle and Ace hardware killied the cluster by tring to program a key that custome got on the internet. I got a new cluster adapted it using Odis and the keys are not oem so can't be adapter using odis long story short it has a lock pcm and leaving key on didnt help. What would be my next step to get this guy daughter running again. I see no bench method for the Magneti Nec+95320 cluster.

Thank you for any help.

From my research it looks like i need a progranmed key to clear that code. So i must order dealer key

If you got ODIS to adapt another cluster to that car, then the old keys should always be possible to be learned by the new cluster, regardless if they are oem or clone.
So your problem lies elsewhere.
Some questions:
- What is the orig cluster partnumber + SW version?
- What is the replacement cluster partnumber + SW version?
- Can you post both dumps of the old and replacement cluster here?

You could look for a tool, that covers these.
Like avdi, perhaps vvdi2.
Smok uhds.

It will created a dealer key, and ad it direct in to the cluster data.
Transponder is held near the key tool. (not inserted in the ignition)

Even the keys present, will be ok to use.
If you learned cluster to the ecu, not the otherway around.

And mileage can be set correct.

You could try to find a DK member, that lives in your area.
Who does have these tools.

I have avdi and vvdi2 but don't see any instructions on putting this cluster in service mode. Will adding key unlock pcm or needs to be replaced?

I tried to adapt cluster to ecu but it failed im sure because ecu is locked and cluster won't take key using Odis.

The picture you show has Motorola 9S12 mcu which uses internal eeprom.
It can be read by OBD.

Fails by obd, but it also auto identifies as Nec+ 95320. I will try manually

Figured out what i did wrong. Odis pulls vin from cluster so when I adapted cluster to ecm, it wrote vin to ecm. Now ECM Locked with wrong vin and a P157000 code.
From what i was told i need to replace pcm to correct it. It locked when I over turned key to the start while adapting keys.
