Help writing hex .bin file to 93c46 eeprom with arduino uno

Please help, I took the 93c46 eeprom out my dash to hopefully read then alter the mileage. I couldn’t read anything from it and just got question marks back so put it back in the dash to check and it had gone to zero. I’ve recently tried writing a .bin file I got from a forum thats from the same model bike but I don’t know how to upload the .bin file with the arduino uno so converted the hex into decimal to write to the eeprom but when I put it back on the bike it’s gone back to zero again. Any ideas would be much appreciated.

buy "upa 1.3 programmer", very good and cheap programmer....less of 30 usd
