There is three common reasons why this wouldn't work.

There should be a label sticker on the backside of your radio,it contains a barcode which starts with 8200... and/or ther should be the security code which ends with a letter followed by three numbers, for example A111 or b234.

I'd guess you've provided correct numbers, but a very common problem is 'code entry procedure' (particularly the last highlighted bit)

7182 is the correct serial number code. Maybe radio has been re-coded in the past, in which case best to use services of radio decoder OR post the dump if you have the necessary equipment yourself.
