Lincoln 1999 immo OFF 28F010 PLCC32

Hi friends,
Please help:
I'm facing problem with 1999 Lincoln Limousine immo OFF.
when I turn key, starter turns but there is no fuel arrive nor spark.
I open ECU and locate masked intel 28F010 PLCC32 (flash on picture N? 10).

Does anyone worked on this ECU, how make this V8 start ?

I made lots of search, but nothing found about eec-v 28f010 plcc32 flash. Most eec-v ecu are equipped with normal eprom (eg. 95040).
Any help please ?
