This is particularly useful for anybody who is trying to play an out of region MW3 and is having trouble with some of the online play functions. It is also a must have for everybody running Neek2o and will allow them to change the iso region to launch in the region of there own emu nand allowing online play.

This is what you need Digital Kaos - Downloads - wii iso region changer/renamer (http://www.digital-kaos.co.uk/forums/downloads/wii/16/wii-iso-region-changer-renamer-1970/) very simple to use. Extract your out of region wbfs file from your hdd to iso using Digital Kaos - Downloads - Wii backup manager 0.4.0 build 65 (http://www.digital-kaos.co.uk/forums/downloads/wii/16/wii-backup-manager-0-4-0-build-65-1853/) to do this you select your file then click transfer tab then select iso, now choose a destination on pc. Or wbfs manager if you prefer.
Run the region changer on your pc and click open ISO then select the iso you have just extracted or already have stored on pc, This will auto fill in the boxes on the left for original game name and game id..Enter the game id for the region you require to change it to....I'm sure google will help you find this if you don't already know it into the game id box on the right then enter the new game name in the box above, this will generally be the name of the game less anything that links it to the wrong region (or you will get confused).
Click save ISO and that is it, this instantly overwrites the iso you extracted or chose for the first part. [HINT] this will not change the name of the iso you will need to rename this to the same as new game name or confusion may set in. [HINT 2] If you wish to keep the original region you will need to make a copy of the iso before overwriting it. Now copy the iso back to the hdd make sure it it works then delete the out of region wbfs file from the hdd [HINT3] I did not lose my game save from ntsc MW3 changing to pal MW3 but it is not guaranteed.

I've never needed to change any region or display name both NTSC, PAL and RF play on mine.
