Usually, writing the vin to the replacement pcm, via obd2, is enough to sync the immo with the next ignition on.

On a 2004 Grand Cherokee, all that is needed is writing the VIN in the replacement pcm. I've done enough of them to be sure of that.

It still dies not to work there's still an error in the ECU p1680 internal ECU fault

On a 2004 Grand Cherokee? Does it have a manual transmission? P1680 on Chrysler products usually refers to the clutch status switch. If the pcm part number is good for that truck, it may be worthwhile to just pay Chrysler the nominal subscription fee and flash the correct software for that truck. Alternatively, get another used pcm that matches the truck's configuration and write the VIN via OBD2.
