Another weird one. Got a R230 one today with keys 2 and 4 used and all others unused, showing 4 and 1 as last keys used. Now yours shows keys 1 and 3 being the only ones used with last keys being 3 and 0. What's the info of the key you currently have? Do you have a ESL emulator or an unlocked ESL? What's the part number of your EIS?

Narrow down potential sources of the problem, use it on the bench to test the key and EIS. :)

Then try it. What's the SSID, number and status of the key?

Ok I am new to this. The ssid Eis and key are a bit different, key is 8B9DAB9C and Eis 889DAB9C. And the key I read is number 4.

Yup, x8 is key0, so xB is key3. It shows it's status as being used or new? Did you make this key?

No I have not. It seems like it is not a new key.

Thanks, so for this kind of problems always goes the key? but why is the ssid number different? Is this the problem? If so any other way to fix this issue?

Thought I explained the key numbering above. The SSID isn't different.

8B9DAB9C and Eis 889DAB9C. it is different. look, one starts 8B9 and the eis starts with 889

Maybe a better explanation :):
88 9DAB9C : key0
89 9DAB9C : key1
8A 9DAB9C : key2
8B 9DAB9C : key3
8C 9DAB9C : key4
8D 9DAB9C : key5
8E 9DAB9C : key6
8F 9DAB9C : key7

The SSID in the EIS bin can be considered as a base or key0 ID.

Time to look for a clone donor. Software for the current one looks ok, so the problem is either mechanical or electronics failure.
