For VAC102 with 6 cuts I got this: 211243

It all depends what make model and year and key blank

ninja laser states that for dacia if the HU179 key on ic card 1891 , the code 000700 relates to key cuts of 33132223 as key4man has already correctly stated
but if vac102 6 cut lock then 0700 could be the code which would be 211243 as vialli has correctly stated

in future to avoid confusion you must state make model and year and you will get more accurate answers relating to the key series and blank you require , full information will always help get the accurate answer

on that year of dacia logan it should be either VA2 blade or HU179 blade , so by the code you was given it will be the new hu179 blade and the cuts Key4man gave you of 33132223

Is it any other tool or software that could handle this Dacia codes besides Keyline?

Tried to order a key cut to Dacia code from 3dG but even they faild.

its a pretty safe bet that if keyline machines have the codes then silca modern machines will have them too as factories next door to each other and copy each other .

not on instacode at present and not on the china machines , not sure what machines 3d have now when they cut keys to code , obviously not keyline and most likely what they sell

if silca futura has it then the silca key program would have it too .
