Ford transit problem

I have ford transit 2.4 Dci 66kw year 2006, problem is car not start, no crank, pats lamp flash . I read dts and it say b1601 pats received incorrect ignition key code signal. and it say p1608 watchdog error, i erase all dtc all erase without b1601.
When i read with autoboss v30 and it say 0 keys programmed in pats. Must i have ids for program when all key is gone in pats?

check ecu has 5 volt output

I forgot tell is ford transit connect with engine code HCPA
I check all cablage. Can i use immo off on this car?

I have 2 keys and it with blue mark, i think is 4d transponder.

check ALL fuses
check ALL currents and ground at engine ecu
if you can open engine ecu to see it (can be a bad soldering)

When i read with autoboss v30 and it say 2 keys programmed in pats. when i click on program key i get pcm coded operation faild i have one blue key any helo plz
