According to AD wiring diagrams there is nothing to do with ECU communications thru CAN lines and underbonnet BSI unless you have lost some power supply to ECU.
Both CAN lines are going from Engine control unit thru ABS control unit to BSI.
Starter solenoid wire suppose to be on pin 2 in 5pin black connector in underbonnet fuse box.
I would start from checking power supplies and grounds to the ECU. Those underbonnet fuse boxes are pretty crap.

If you have communications with all other modules then just check power supplies, grounds etc on underbonnet BSI and if it's OK then fit new one.
It can not crank if Engine control unit isn't powered up as starter relay is controlled by ECU.
On pin 2 should be 12V under cranking. That is starter solenoid wire. You can put 12V power supply on it and it should crank over.
There are some maxi fuses under fusebox. Could be worth checking, but I'm in doubt that could be problem.
Most likely that is underbonnet fusebox itself.

Did you try to reset the bsi by disconnecting battery applying the 3 minute rule?

It looks like AD is wrong and showing old type underbonnet BSI.
I had a look in Bosch ESI and found new type one but can't find pinouts for starter and there is no pin for starter relay listed in ECU pinouts.
I think i will need RPO number to find correct wiring diagram in Sedre backup.

Had a look on Sedre backup.
Wire for starter solenoid is on 5 pin Yellow plug, pin Nr2,wire number 100.
About other wiring diagrams...it's difficult to print out all things from Sedre with codes meanings. If you want to work with french cars you need to get Sedre backup yourself.
I agree with Meaty about getting another fusebox from stealer.
They are just plug and play. Doesn't need programming. Just check fuses if they are in right places.

thwse fuseboxes are now potted in epoxy non smokeable resin.

you can't shift it not even with
'hydclorloic acid' that just makes the concrere you spilt it on bubble not touch the epoxy
