Do I have to read ecu eeprom and Dash eeprom with eeprom programmers ?
I'm asking this because in North America It's called Dodge Ram Pro master not Fiat Ducota

yes you need to read dash eprom for changing mileage. (most devices can do it through OBD these days).
then you need to read ecu eprom for changing mileage, dpf, oil service.
then error clear through OBD.

Do you know which tool I can use it to read through obd , I have ori avdi and tried to use Dodge fuction to read the mileage It doesn't work

last programming mileage in ecu, last inspection mileage-date-number, some srs-ecu have mileage...

You have mileage calculator to Continental SID208 or Visteon DCU102?
