    Question Can Bus Simulator

Hello, I am in search of a tool to simulate on as many protocols as possible the following parameters:
    - Speed
    - RPM
    - Fuel
    - Temp
    - Ignition state

Up until now we have been limited to frequency / resistive signals and J1939 CAN out of a tachograph (speed only) and would like some options on any such tools to fill this role, which limits how well we can test and repair instrument clusters, (some modern ones will not respond to power until the ignition state is broadcast) The intended use would be European and Asian cars, with some heavy vehicles thrown in the mix

Budget is $2000 USD with some wiggle room.

If such a tool does not exist, can anyone recommend a can bus logger that can record and playback ?

Thank you for the suggestion, Could you give me a run-down on what the device is capable of? I have been searching around trying to dig up a spec sheet or manual on the thing without much success,
