Cloning UEC Vectra C

I am trying to clone UEC from Vectra C, i copy 95040 eeprom, but with new UEC the car doesnt start. immo data are stored in this Eeprom or i am wrong?

I have changed this without any coding, don't think this unit are coded on vectra

The car is vectra c from 2005, i changed also this unit without coding anything in vectra C from 2002 (old radio type, not cd30) but the mechanical said me when he install new module(from scrapyard) he has comunication with uec, but steering and lock led go on in dash. Then i thinking copying 95040 eeprom copy all configuration from car and immo data( if have it)

you need to reset donor UEC and reprogram it using original car PIN and configurations...

with tech programming will require the s.p.s and p.i.n.
