Default Vw polo relay 109 issue

Hello, i got a vw polo 9n3 restyle with edc17 non starting and not getting power to ecu , no check engine light, glow heater etc... First i checked fuses and 109 relay which was not getting ground on terminal 85 and so not closing. When i manually connect ground to 85 relay clicks edc17 gets power and car starts without problem.

My question is should 109 relay always be grounded and therefore be closed all the time even when ignition switched off or it is grounded through ECU only when ignition switched on ? tnx

Sure i will do that, but my question is how is that relay grounded ? Is it somehow grounded from ECU when ignition is switched on or it should be grounded all the time and thereofre energezed (closed) all the time ?
