Citroen c4 picasso bsi problem

Hi all,
Can anybody explain me trouble with car bsi.
Car is Citroen c4 picasso exclusuve, 2.0 hdi, 2008 year with bsi JC 966405878001 BSI04EV K01-00, signature dc.04
Problem is when car no ignition, after turning key, dash and ecu not wake up.
Tried reflash bsi with the same signature, but simphtoms stay the same. Tried again, but now take other signature flash. After bsi flashing on the table open fvdi bsi identification screen and ...signature and software nr. not changing - stay old, just changed software index. Tried again with different signature flash, check again, but in the identification screen signature and software nr stay the same. Why after flashing not changing this two things? Something is bad with bsi microchip?
Here is possible something to do or need find new bsi? Try to write, set vin and pin and after that read flash. After read tried read pin with other software, but cant.
For this car is changed ecu und bsm modules too. For bsi pin code is the same as ecu.
This bsi which now stay on car is already changed, because with old was the simalar problems...
I attached file (example) where can see what changing after flash different files and what not.

Can somebody also make bsi eeprom dump virgin?

Vin and pin i know from this dump, need make this dump virgin....
So, but where can be problem than after file flashing signature and software not changing stay old, but changing just index.

Here virgin dump but i believe you need a good flash for bsi

Try with another one eeprom.
Load flash for check!

I have two bsi with identic nr ...tried put in car, no ignition, no dash and ecu wake up, tried using diagbox make coding..the same.
I attached both flash files from bsi1 and bsi2
Possible than flash not good or something else, but what?
I get some flash files from user Doctor, too, thanks him, but till this moment nothing changed after reflashing bsi. Still no ignition, no wake up dash and ecu.
I havnt idea what do do.
I also change to another BCM and ecu, but still nothing happen

So, today tried flash back virgin bsi eeprom dump, than connect to car and with diagbox make coding... still nothing, no ignition, dash and ecu not wake up...
where can be problem??
