Me17.9.1 used ecu install help

Hello everybody after reading though out the forum I'm getting a little confused... I looked on fvdi and only ecu selection that looks like this ecu is edc16c39 but I did not want to try that because I dont know if its compatible ... So then I checked on vvdi prog and it has the selection for me17.9.1.. Will vvdi prog be able to clone or change the vin a used ecu..... I was reading something that this ecu is encrypted... Other tools I have

I tried with vvdi prog no luck it connects and tries different security bytes but says failed to crack... Any ideas are appreciated thanks friends.
