as wrote in other thread , may be worth trying toy43 8 cut lishi tool and not toy43at, also worth a shot with mit11r lishi as daft as it may sound.

if worn lock , this can happen , especially if tool is able to rotate a fraction inside the plug , which is one of the symptons it sounds like you may have , if tool rotates slightly in plug it can fail to pick up wafer correctly , if all positions bounced fine , bound and picked with feel on each wafer , then this is a possibility too, if room , once you have inserted tool to pick , also insert a small shim to keep tool square once picked and turned.

After pick no bouncing also the wafers are on the wrong place

As I wrote looks like TOY43AT is not the right one

Today I had Prius 2007 AKL - TOY43AT is very easy when is the right tool

its also possible that its a bady worn lock , really the toy43at shouldnt pick the toy43 8 cut and vice versa as spacing differs enough to make line up bad throught the pick process , if you had the TOY43AT 10 cut ignition tool it would have made short work of the ignition if the 10 cut ignition.

dont rule out badly worn lock , too much play inside the plug causes havoc , thats when to go old school , strip lock or impression

For sure is not worn lock as the same filling are on 2 front doors and tail gate

Also usually TOY43AT is 2 by 2 on this one is like 1 by 1 pins and they are out of gird

Maybe there is crap at back of lock.. some brake cleaner with the straw to clean it out .. then some houdini lubricant or other good lubricant.. Ive had locks that have had tons of junk inside making decoding impossible.. after cleaning was able to decode...

Hmm, doubt this is the case but I've met older rav4 4c system with 1 up 1 down and split wafers

if spacing was out then either not got full insertion or its the 8 cut lock that uses different spacing, toy43 8 cut tool is likely the correct tool
