Check the DTC in the immobilizer, if you have an error with a bad signal in the immobilizer, that's why you can't program a new chip.
And that's why the original key is not recognized

I can program new chip without any problem but always SAFE and no crank

I read on other threads that low battery or jump start are resons to engine ECU go faulty

So maybe ECU kit will be the solution

Have you tried to do it on the bench?
If you have super chip you can try to add key on the bench with Vvdi2/ svci...

Can't the ecu go into like protection mode or something and then it need's bench reset? Your might be right op, but never dealt with this problem. Well actually I did one time when working on a junkyard VW and had to walk away with head hung. Have Fc200 and can double check if it's for ME17 functionality reset in the morning.

hello friend, I got a car similar to this one with the same problem, if it still hasn't solved it, follow my steps and I'll help you.
1 Step: turn off the ecu located on top of the driver's wheel. after turning off the ecu, turn on the key and check if the 'SAFE' disappears from the dashboard. if it does not disappear we will conclude your problem in another way. if the safe disappears go to step 2
2nd step: Read the Flash+EPH of the ecu and send it to me and I will help you

bad OBD reading, read with some other device on the bench by bench or boot both will do

i think it's component protection mode. ecu maybe have been swapped at some point by original owner. fc200 can reset it, maybe. i duno if diag is needed to resync after the fact. and then we gotta deal with abs coding when this ECU, flag is set.

    Done 2013 earlier.
    With AKL, without problems.
    By OBD.

Had a 2015, add spare key.
Not any tool would give me, a good result.

But remember, 2014 model add a spare key.
    Which went in good.
    Earlier this year.

So these, can be a little bit on and off.
